Supervising Accounting Technician (Finance)
The selected candidate will have extensive experience in public service, property tax collection, and paraprofessional accounting work. Under direction, this position will perform paraprofessional accounting duties, utilizing technical accounting principles and procedures to maintain an accounting system. The role involves overseeing the fourth-floor Public Service Unit at the County Administrative Center, supervising both regular and temporary staff, and ensuring high-quality customer service. Key responsibilities include managing staff schedules, training, performance appraisals, and handling disciplinary actions as needed. The supervisor will also be responsible for the planning, coordination, and supervision of complex fiscal operations, including the IVR Agent Client Display (ACD) and front counter cashier duties. Additional duties include handling difficult customer inquiries, reviewing penalty cancellation requests, overseeing equipment maintenance, and supporting accounting and tax payment processing functions. The position requires strong leadership, problem-solving abilities, and the capacity to work independently while providing administrative and program support, including research, analysis, and interpretation of complex government legislation and financial regulations.
The most competitive candidates will possess relevant experience and the ability to maintain a calm and composed demeanor at all times while effectively managing interactions with challenging taxpayers. They must be skilled at prioritizing tasks, delegating responsibilities, and accepting feedback and direction from supervisors. Additionally, experience with the Aumentum program for researching and reviewing tax bills, as well as proficiency in navigating the Voice Response System (IVR) and Agent Client Display (ACD) systems, is essential.

Meet the Team!
The Riverside County Treasurer-Tax Collector is responsible for the billing and collection of property taxes, as well as for receiving, processing, investing, and, most importantly, safeguarding public funds, as mandated by the laws of the state of California.• Supervises and reviews the work of a fiscal support unit; resolves difficult problems pertaining to the work of the staff; personally performs the more difficult work of the unit.
• Reviews work procedures and recommends changes to be more efficient.
• Trains staff in how to perform the work, including office/program policies and procedures.
• Analyzes procedural and/or technical problems; develops recommendations regarding resolution of other problems and/or resolves the problems; acts as a resource to staff.
• Provides support functions to managers and professional accounting staff in accomplishment of special projects and assists with a variety of support functions.One year of experience as an Accounting Technician I or Supervising Accounting Assistant with the County of Riverside or an equivalent position;
OR
Four years of experience in the maintenance and review of fiscal, financial, or statistical records, including one year in the reconciliation of accounts (experience in reconciling governmental budget accounts is preferred); One year of the stated non-specialized experience may be substituted as listed under Education.
Education: Typically, one year of the stated non-specialized experience may be substituted with the completion of 12 semester or 18 quarter units in accounting from coursework at an accredited college or university.
Knowledge of: Principles and practices of supervision; principles of office management.
Ability to: Effectively supervise employees engaged in performing a variety of accounting support duties; reviews the work of others to ensure accuracy and compliance with legal and administrative requirements. Other Requirements
License/Certificate: Possession of a valid California Driver's License is required.
