California Children Services Technician Trainee/I/II (Finance)

The County of Riverside - Riverside University Health System (RUHS) - Public Health Department is seeking to fill a California Children Services Technician position in Riverside, CA. This position follows a 9/80 hybrid schedule, which consists of working Monday through Thursday from 7:30 a.m. to 5:00 p.m., with every other Friday from 8:00 a.m. to 5:00 p.m. Employees are required to be in the office two days each week, including every other Friday, while the remaining two days can be worked remotely.
The incumbent will be responsible for assisting and supporting families visiting the office for scheduled appointments or walk-ins. The California Children Services Technician will also support on-site staff and provide coverage as needed. Key duties include entering and processing referrals, determining financial and residential eligibility, and communicating with multidisciplinary teams, including both medical and clerical staff. Additionally, the Technician will interview families, provide callers with information about the California Children Services program, and share referral details with families and other customers.
The department is looking for candidates with strong telephone etiquette, and excellent communication, interpersonal, and organizational skills. Proficiency in MS Office, MS Teams, Outlook, OneDrive, Adobe, Webex, and Zoom is required.

EXAMPLES OF ESSENTIAL DUTIES
• Intake CCS referrals; conduct interviews with prospective client families.
• Explain and interpret program purpose, rules and regulations to the public and to callers.
• Determine family's ability to pay for part of services needed (assessment/enrollment fees) based upon financial data; obtain personal, family, insurance and financial data required; recommend payment for medical care and treatment.
• Ensure that service providers are CCS approved.
• Communicate and work with physicians and other health care providers having questions about the CCS program, client service authorizations, proper billing procedures, payment of claims and other concerns.
• Initiate and follow-up in assessment and/or enrollment fee reimbursement plans.
• Process accounts receivable (assessment and enrollment fees and provider reimbursements)
• Transmit claim for issuing of a warrant for payment.
• Maintain necessary case records including medical and therapy reports, service authorizations, claims, correspondence.
• Enter required and appropriate log notes and information received into chart and case file.
• Verify codes and fees listed correspond to the authorized medical service and corrects codes if needed.
• Make referrals to other appropriate community resources as necessary.
• Provide and perform coding entries in case records according to the International Classification of Diseases and types of service.
• Consults with supervisor or medical staff when required by program guidelines or when advice is needed.
• Obtain medical reports from physicians and abstract essential diagnostic and treatment information needed for medical staff to determine medical eligibility.
• Provide verbal or written authorizations, as directed by medical staff to inform service provider and parents that the proposed services will be funded.
• Follow up with families who fail to keep their appointments or fail to comply with reimbursement plan.
• Research the more complex issues and resolve for program clarification and/or necessary corrections.
• Follow up on the services that were authorized by securing medical reports documenting that service/equipment was provided.
• Provide case history information to physicians, hospitals, nurses, medical office staff members, and other authorized personnel as requested.
• Process claims for service by reviewing case file to verify that service performed was authorized by CCS; verify to ensure duplicate payment is not made.
• Review a variety of the more complex cases; forward or reject claims, or resolve discrepancies with claimant.
• Determine initial and continuing eligibility; compute amounts of changing funds authorized; perform other similar required computations; may prepare and maintain other documents associated with the program and eligibility determining process.
• Review and monitor progress through the CCS case management file process.

OPTION I
Experience: Some clerical or technical experience in a medical setting, working with medical terminology,
OR
A responsible interviewing assignment, which required decision-making with unemployment, disability insurance, worker's compensation, insurance firms or a social service agency.
OPTION II
Education or Training: Completion of six semester or nine quarter units of medical terminology coursework from a recognized college,
OR
360 hours of training from a recognized occupational training program in medical assisting, or a closely related field.

OPTION I
Considerable and full case-processing experience as a California Children's Service Technician I or similarly comparable position with Riverside County, or with another public service agency in California Children Services;
OPTION II
Progressively and demonstrated responsible, decision-making experience in a medical setting; in a disability insurance, worker's compensation, or a social service agency; or with an insurance firm.
Knowledge of: Modern office practices, including report and correspondence preparation; Filing and record keeping techniques; Effective interviewing; Data entry or use of computers; Medical terminology; Standard medical nomenclature and the international system of classification of diseases particular to CCS eligible medical conditions; Basic rules and regulations governing eligibility and California Children's Service program; Issues requiring referral to social service staff; Standard office procedures and practices; Goals of public social service agencies, hospitals and health care facilities.
Ability to: Learn, interpret, and apply policies and regulations pertaining to CCS; Interview and obtain personal, family, and financial information; Gather data, record, and evaluate data necessary for determining medical, residential, and financial eligibility for CCS benefits; Identify problems requiring referrals to other department staff or community resources; Make basic arithmetical computations; Establish and maintain effective working relationships with a variety of individuals; Review medical reports and abstract medical information; Organize work and maintain systematic, detailed and accurate records; Deal with the public and professional medical personnel.
SUPPLEMENTAL INFORMATION
This classification's ( California Children Services Technician Trainee ) rate of pay will be set in accordance with California Senate Bill 525 requirements for applicable departments.

License/Certificate: Possession of a valid California Driver's License may be required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
