Agency Program Supervisor (Finance)
The Agency Program Supervisor will be responsible for front counter operations and managing supervising and senior land use tech, clerical, and accounting staff. This role will also involve handling special projects. Key responsibilities include providing counter services supervision, attending community meetings, and developing presentations, training sessions and workshops for both staff and community members on processing Building Permits.
Additionally, the APS will establish online permit processing procedures while providing guidance to customers and staff, training; provide assistance to front counter staff where needed further identifying areas for possible improvement and/or procedural changes. And will manage workloads of staff while establishing staff/employee expectations in a supervisory capacity.
The Department desires candidates that have experience with permit issuance and inspection, must have knowledge of policy and procedure. Candidates with a background in planning and zoning in addition to jurisdiction (over local government) experience are highly desired.
MEET THE TEAM!
The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department.• Direct, train, and evaluate front counter technical and clerical staff, ensuring adherence to TLMA policies and procedures.
• Develop work standards and counter service policies, aligning them with the agency's broader goals and objectives.
• Serve as a liaison for community groups, private industry, and government agencies to resolve issues and coordinate program execution.
• Oversee TLMA services such as permits and land use inspections, ensuring quality and compliance with regulations.
• Assist the regional office manager in preparing and monitoring the agency budget, ensuring expenditures are aligned with goals.
• Provide technical guidance on counter directives and suggest improvements to systems, processes, and programs.
• Evaluate staff performance, conduct performance reviews, and implement training to maintain alignment with TLMA standards.
• Prepare and present reports and summaries to elected officials, agency executives, and the public; represent the agency at hearings, workshops, and conferences.
• Lead special projects within the 4th District Supervisory District, ensuring timely and successful execution.
• Supervise staff involved in permitting, inspections, plan reviews, and other TLMA functions, ensuring consistency and quality of service.
• Provide leadership and foster collaboration within the team to support development-related programs and services.
• Represent the regional office manager or the agency program administrator at community meetings, acting as a liaison to the Board of Supervisors in their absence.
• Plan, organize, supervise, and coordinate the activities of a major section within the Transportation and Land Management Agency; direct, train, assign, and evaluate subordinate professional, technical and clerical personnel.
• Coordinate various activities and programs in section with other divisions, departments, governmental agencies, and private entities.
• Establish goals, objectives and work standards of section, and participate in the development and review of agency policies and goals; review and evaluate existing programs for overall effectiveness and efficiency in meeting section goals.
• Assist in the preparation of the agency budget by compiling and analyzing data.
• Represent the agency on committees and before civic and community groups.
• Review current and pending legislation to determine effect on agency operations and programs; recommend appropriate action in order to ensure compliance.
• Conduct complex studies relating to a variety of administrative and operational problems; determine actions appropriate for improvements; recommend and implement effective solutions.

(Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: Three years of professional experience in an administrative, management, or staff capacity which included responsibility for analyzing, and making recommendations for the solution of problems relating to organization, procedure, program, budget, or personnel, or in organizing and supervising the work of professional and support personnel in a public works agency. Must have permit issuance experience.
Knowledge of: The principles and practices of supervision, fiscal and personnel management, and budget preparation and control; the methods involved in designing research studies and identifying and utilizing data sources.
Ability to: Plan, organize and supervise the work of subordinates; interpret government laws and regulations; research and abstract technical data and detailed explanations of laws, policies, and procedures in order to resolve operational problems; establish and maintain effective working relationships; speak and write effectively.For specific questions regarding this position, contact the Amanda Duarte at aduarte@rivco.org.
