POSITION TITLE: Transportation Director CLASSIFICATION: Exempt DEPARTMENT: Transportation SUPERVISOR: Governors GRADE: E6
Position Summary: Transportation Director oversees the Pueblo's roadway construction and maintenance program, transit program, roadway funding from BIA and other funding opportunities and supervises the Transportation Manager and Roads Maintenance Supervisor positions. Researches and pursues funding opportunities and develops applications for funding of transportation planning, construction, maintenance, and transit programs. Prepares reports to funding agencies and coordinates transportation planning activities within the Pueblo and with outside agencies.

Essential Duties & Responsibilities: · Oversees all aspects of the Pueblo's Roads maintenance and construction, transit and transportation program including transportation planning, construction and maintenance of roadways, supervision of staff, and safety. · Meets with Tribal, State, Federal and county officials on proposed and ongoing projects involving all aspects of the Department. · Oversees the management of Roads, transportation and transit related grants, contracts, budgets, and programs. · Researches funding opportunities and develops applications for continuation and expansion of program services. · Oversees project records and prepares reports and project deliverables for funding agencies. · Attends meetings and coordinates with other agencies on roadway construction and maintenance related issues. · Oversees, approves, and tracks expenditures following applicable Pueblo, State, and Federal procurement policies. Prepares the budget for the department. · Prepares roads, transportation planning, construction, and maintenance requests for proposals, scopes of work, budgets, and contracts. · Approves RFP's for Procurement to advertise projects or procure materials and professional services; develops and reviews justification for sole source procurements. · Oversees data collection activities, data analysis, and updates to roads and transportation inventory for grant reporting. · Provides planning, design, review and project management over new and ongoing road construction projects affecting the infrastructure of the Pueblo. · Manages and provides oversight of construction projects and contractors. · Leads on and develops project priority list, improvement plans, and updates to the Long-Range Transportation Plan as needed. · Leads on and prepares documents, maps, presentations, and resolutions for review and approval by Governors and Tribal Council as needed. · Performs other work duties as assigned.
Minimum Qualifications: Master's degree preferred in civil engineering, planning, or other related field plus five years of transportation and roads experience including supervisory experience; or equivalent combination of education and experience. Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check, have a clear driving record. Must possess and maintain a valid New Mexico driver's license and be insurable under the Pueblo's insurance.
Knowledge, Skills, Abilities, and Certifications: · Display strong verbal and written communication skills. · Knowledge of State of New Mexico transportation laws. · Knowledge of BIA and NM State Roads. · Knowledge of road design and construction fundamentals. · Proven ability to handle conflict situations. · Display strong verbal and written communication skills. · Must be a detail oriented, organized individual with the ability to multi-task. · Must have the ability to read, analyze and interpret basic instructions furnished in written, oral or diagram form.
Physical Demands: While performing the duties of this job, employee must be able to lift up to 25lbs; requires the ability to be able to sit for long periods of time, to bend and twist the neck and body repeatedly, and to maneuver arms in a continuous repetitive motion. Stand, walk, turn, use hands and fingers to handle and feel, reach with hands and arms, talks and hears. Good hearing and visual acuity are required; must be able to work at a fast pace and in stressful situations. Must be able to maneuver around the office and the facility as needed to collect all necessary documents. Shift gears within vehicles that are not automatic shifting. Must be able to works various hours.

· Operating a variety of different make and model vehicles may be required. · Standard office equipment including calculators, copier, and fax machine. · Office software suite used for document, spreadsheet, presentation, and publication creation. · Automated Traffic Recorder data collector and analysis software.
Work Environment: The noise level in the work environment is usually normal. Employee must be able to operate vehicle in a safe manner during periods of inclement weather.
