About the Opportunity
The Senior Vice President, General Auditor of the Federal Reserve Bank of Richmond, is responsible for the strategic leadership and oversight of Bank's Audit Department to ensure an independent evaluation of the adequacy, effectiveness and efficiency of the Bank's system of internal controls. In addition, the General Auditor influences the improvement of efficiency and effectiveness of internal controls, governance and risk management processes and, where there are interdependencies, with other Federal Reserve Banks.
This role, which is independent of Federal Reserve Bank Richmond (FRBR) management structure, is accountable to the Audit and Risk Committee of the Bank's Board of Directors, reporting on the activities of the Audit department, including the results of audit work. A unique and significant aspect of the FRBR General Auditor position is the special role in auditing the functions of the Federal Reserve System's National Information Technology (NIT) organization which is located in Richmond. With NIT, the General Auditor position has a significant IT component, with impact that extends to all banks within the Federal Reserve System (FRS). While the Richmond Audit function is deployed across both financial/operational and IT audit activities, there is a large IT focus.
The position reports directly to the Chair of the Audit and Risk Committee of the Bank's Board of Directors, administratively to the First Vice President of the Bank and serves as a liaison to the Bank's Management Committee.
What You Will Do
Results Driver: Keeps Audit department aligned and focused on providing high-quality audit services to support FRBR and Federal Reserve System (FRS); creates a positive sense of urgency to ensure that audit activities are risk-focused and relevant; inspires team to high levels of performance; drives innovation and continuous improvement to audit processes.
Operational Oversight: Effectively manages Audit Department activities to comply with internal auditing standards and maintain professional proficiency of staff. Oversees the development and implementation of the annual audit plan that provides appropriate audit attention while following System audit guidance and considers risks or control concerns identified by the Audit and Risk Committee and management. Develops overall plans for the departments that are comprehensive, realistic and effective in meeting relevant Bank and System goals. Oversees development of the department's budget and presents it to the Audit and Risk Committee for approval. Ensures that overall budget guidance is achieved.
External and Internal Influencer: Recognized as a credible voice of audit across FRS and with external entities; keeps stakeholders informed with clear, timely, and proactive communications; proactively identifies emerging risks and effective practices within the audit profession; builds relationships with stakeholders; shares information with the Audit and Risk Committee, enabling the board of directors to bring value-add and relevant insights to the Bank.
Talent Leader: Fosters the development of audit professionals and future leaders of the department and the Bank; ensures that key talent has the needed capabilities and adaptability to meet continually evolving demands and expectations; identifies and develops the skills needed to be a valued advisor at all levels of the FRS audit community.
Stakeholder Engagement: Meets at least quarterly with the Bank's Audit and Risk Committee to report on the activities of the Audit Department including the results of audit work. Ensures that audit activities are risk-focused and relevant and that they respond to emerging and changing risks adeptly and flexibly. Coordinates activities with external review groups including the external auditor, the Board of Governors staff, the Government Accountability Office (GAO), U.S. Treasury and others.
Bank and System Contributor: Participates as a liaison member of the Bank's Senior Management Committee. Consults with executive Bank management on the adoption of new Bank policy and the interpretation of existing policy. Participates as a liaison to various System governance committees that align with key audit responsibilities such as System IT. Represents the Bank and may assume leadership positions at the Federal Reserve System level, including developing, recommending and implementing significant audit related System initiatives. Provides leadership for System audit community through the Conference of General Auditors. Through active participation in the Conference of General Auditors, and other System committees/ workgroups, contributes to formulation of System policy through commenting on emerging policy matters.
Qualifications
A bachelor's degree in finance, accounting, business management, computer science, or a related field. A master's degree is strongly preferred.
A minimum of ten (10) years of audit management experience with a proven track record of providing high-quality audit services and driving innovation for continuous improvement to audit processes.
Five (5) years of executive leadership experience, with strong executive presence and negotiation skills to influence and facilitate positive outcomes.
Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA) designation preferred.
Knowledge of the Federal Reserve System is desired.
Previous experience in auditing technology, ERPs or other technology transformations preferred.
Strong people leadership and talent management skills, including attracting and hiring talent, engagement with staff and a focus on individual and team development.
Keen business acumen – business judgement and problem-solving skills are crucial to serve as a trusted advisor.
Ability to establish and maintain positive, collaborative working relationships with, and act as a trusted advisor to, leaders and colleagues from varied backgrounds, both internal and external to the Bank.
Strong organizational agility skills and political savviness to maneuver comfortably through complex policies, processes and people situations.

Sponsorship is not available for this role. The selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information. The hiring range of the SVP General Auditor is $280,000 – $350,000 annually.
Salary offered will be based on the job responsibilities and the individual's knowledge, skills, and experience as defined in the job qualifications.
The Fifth District provides a hybrid work environment. This position is required to be onsite on Tuesday, Wednesday, and Thursday each week.
