Assistant Operations Manager (Project Management)
Basic Function: The Assistant Operations Manager is a senior management position within PWSAC, responsible for five basic functions:
Overseeing staffing and operations of the M/V Alaskan Challenger.Overseeing operations of the Anchorage Distribution Center.Supporting hatchery sites with non-production needs, including general contractor projects, fuel tracking, and scheduling.Coordinating non-production permitting completion with assigned staff.Working daily with direct reports and the supervisor to implement Board directives through management instruction.
Primary Responsibilities: The Assistant Operations Manager ensures efficient collaboration and coordination across departments by:
Contributing strategically to site improvements and infrastructure upgrades.
Managing the effective coordination and delivery of supplies and fuel to all hatchery locations.
Ensuring PWSAC remains compliant with all non-production permits and licenses required for operations, engaging with State and Federal agencies as necessary.
Essential Duties and Responsibilities:
Directly manage M/V Alaskan Challenger staffing and work schedules while overseeing the execution of all operations, including scheduling, repairs, maintenance, permits, licenses, vessel logs, USCG inspections, consortium compliance, and other regulatory requirements.
Prepare annual budgets for presentation to the Production and Operations Manager with input from the M/V Alaskan Challenger Vessel Manager/Captain and the Anchorage Distribution Center (ADC) Purchasing/Logistics Manager.
Administer and optimize relevant transportation logistics, ensuring efficient use of air and marine charters for freight services and contractors.
Collaborate with the Purchasing/Logistics Manager to evaluate supply chain processes for efficiencies in the standardization of purchasing and opportunities for leveraging bulk orders. Monitor and evaluate purchasing and shipping systems for accurate and effective tracking. Provide regular summaries and reports to senior management.
Manage and participate in asset purchases and sales, ensuring alignment with PWSAC policies while maintaining high-level accountability.
Oversee and support remote site fuel tracking and scheduling to ensure coordinated and efficient operations, prioritizing the prevention of fuel shortages at all locations.
Work with staff to complete approved site improvements, infrastructure upgrades, and capital projects. Manage and schedule contractors for routine facility equipment servicing in conjunction with the Chief Maintenance Manager.
Oversee ADC rolling stock maintenance, including jockey trucks, by holding accountability for the processes and outcomes while delegating scheduling and execution to staff.
Collaborate with HS&E Officer to ensure compliance with safety regulations and accurate reporting for ADC and M/V Alaskan Challenger operations.
Act as interim hatchery manager as needed during vacancies.
Assist with non-production operational functions essential to hatchery and facility operations.
Conduct annual performance reviews for direct reports.
Execute special projects as assigned.
Essential Functions: Work at designated locations includes:
Ability to lift and carry 30 pounds, climb stairs and ladders, and work around equipment and transportation vehicles to include small boats and airplanes.
Work in varying and inclement weather conditions and operate within both office and field settings.
Proficiency in Microsoft Office products, with the ability to read, write, and communicate fluently in English.
Travel within the Prince William Sound area.
Limited exposure to hazardous conditions related to equipment operation, chemicals, and remote transport logistics.
